Do you need a passport for children when going abroad?
According to Article 33 of the Law on Exit and Entry of Vietnamese Citizens 2019, Vietnamese citizens must have the following documents when leaving the country:
- Immigration papers intact and valid (including passports and travel documents according to Article 6 of this Law). In which, the passport must be valid for 06 months or more;
- Have a visa or other document certifying that you are allowed to enter the country of destination, except for cases of visa exemption;
- Not falling into one of the cases of being banned, not allowed to leave, or suspended from leaving.
The above regulations apply to Vietnamese citizens of all ages, regardless of adult or child. Therefore, when going abroad, passports and visas are also mandatory for children.
In particular, in Clause 2, Article 33 of the Law on Exit and Entry of Vietnamese citizens, it is also clearly stated that persons under the age of 14 when leaving the country cannot travel alone, but must be accompanied by a legal representative.
Passport application documents for children
According to Article 15 of the Law on Exit and Entry, when making a passport for a child, the following documents are required:
01 declaration Form TK01. In case the child is under 14 years old, the declaration shall be made and signed by the parent or guardian on behalf of the child, certified by the Chief of the Police Department of the ward, commune or town where he/she permanently or temporarily resides, stamped with a photo, and enclosed with:
- Passport of the father or mother with at least 01 year validity , if requesting to add children under 9 years old to the passport of the father or mother, it must be attached.
- Children’s passports with at least 01 year validity and legal documents proving the adjustment if adjusted: Full name; date of birth; place of birth; sex; ID card number or citizen ID card
- The child’s passport if the passport is to be reissued;
- A written report made according to Form X08 or a confirmation from the Immigration Department of the reported loss of a passport if it is requested to re-issue a lost passport.
- A certified true copy or photocopy of the document proving the guardianship of the child , if not authenticated, the original must be presented for checking and comparison in case the guardian declares and signs on behalf of the child.
- 02 recent photos, size 4 x 6 , straight face, bare head, no colored glasses, white background. Children under 9 years old who share a passport with their parents, must submit 02 photos of size 3 x 4;
- Children under 14 years old submit 01 certified true copy or photocopies of the birth certificate , if not authenticated, the original must be presented for inspection and comparison.
Procedures for making passports for children
After you have prepared a complete application, you need to follow the following steps to complete the passport application for children:
Step 1 Fill in the declaration form and prepare documents.
Step 2 Apply for confirmation from the Public Security Agency at the police station of the ward or commune where you permanently or temporarily reside on the declaration form and stamp the photo next to it.
Step 3 Submit application and fee
For children who already have a citizen’s identity card: submit it at the Immigration Department of the provincial police in any convenient province or city.
For children who do not have a citizen ID card: submit it at the Immigration Department of the provincial-level police station where they reside (permanently or temporarily).
Child passport fee: 200,000 VND (according to Circular No. 25/2021/TT-BTC).
Step 4 Get your passport
After submitting valid documents and fees, you will have to wait 08 working days to complete the passport work (according to Article 15 of the Law on Exit and Entry).
Once the passport has been completed, you can go directly to the Immigration Department of the provincial police to receive the passport. And now some localities have applied the form of returning passports via courier service to the address of the passport applicant.
Validity of child’s passport
According to Point b, Clause 2, Article 7 of the Law on Exit and Entry, ordinary passports issued to children under 14 years old will be valid for 5 years from the date of issue and cannot be renewed!
