Scuff marks on patent leather can be cleaned with cotton dipped in rubbing alcohol or NON ACETONE polish remover. Let dry and follow up with a leather conditioner. Works great on my shoes 🙂 Always test a small, less visible patch first, just to avoid any potential damage to your product. Good luck!
I’ve had luck with cleaning patent leather with a “Mr. Clean Magic Erraser”.
I collect these bags and several I have bought second hand had the same markings on them. Take a q tip and some fingernail polish remover and apply it to the stained area repeatedly until removed. I suggest doing it on a small area first to make sure it’s not going to do anything unusual first.
Try using a Magic Eraser. It takes off just about everything.
